BCMC spoke with Jesse Morwood of MoTI about the winter road closure. He's the Area Manager for the Squamish/Whistler Area Office of Ministry of Transportation and Infrastructure.
Point summary of Mr. Morwood's statements
The closure runs from 11 PM to 7 AM during winter only
There is no summer closure
The road is not maintained during the hours of the closure and therefore it is not safe for public use
The winter closure has been in place since way back before the downhill...
The road is closed and gated just above Chippendale Drive between 11 PM to 7 AM during the winter months.
During the winter months the Seymour Mtn road is closed and gated from 10pm to 7am.

Ministry of Transportation and Infrastructure publishes its maintenance specifications including highway snow removal on its website under the heading Highway Maintenance Agreements here: http://www2.gov.bc.ca/gov/content/transportation/transportation-infrastructure/contracting-to-transportation/highway-bridge-maintenance/highway-maintenance/agreement.
Under schedule 8 of the highway maintenance agreement, it shows Cypress Bowl Road is part of the Howe Sound service area....
It should be noted that the Solitude Glacier area is not accessible by the “public” unless you buy a cross country pass from Callaghan Country (Brad Sills). It is primarily used by guides and guests doing trips from the Journeyman Lodge. The access from the Powdercap requires crossing of a motorized snowmobile accessible zone. There should be a BAC required on the side of the provincial Callaghan Lake road which is how this area has traditionally been accessed and still is once Callaghan...

The Sea to Sky Land and Resource Management Plan was adopted in 2008 and specifies a number of non motorized zones that fall under the jurisdiction of the Ministry of Forestry, Lands, and Natural Resource Operations (MFLNRO). The following map specifies the detailed boundaries of these zones.
At the present time most of them have not been implemented with a Section 58 order and therefore not enforcable. Negotiations are beginning to get more Section 58s put in place on these zones....
This map contains the areas which have legal non-motorized status. It covers the full Sea to Sky corridor from the North Shore to Lillooet and west as far as the Strait of Georgia. If you spot snowmobiles or ATVs in any of these zones please report them to the Conservation Office. They have a 24 x 7 RAPP line which can be reached at 1-877-952-7277 (RAPP) or #7277 from a cell phone. They will take a report and may dispatch someone if they are in the area.

In what GP 2020 hails as a victory for accountability, BC Parks provided us with a new map of Garibaldi Park showing the overlapping Wilderness Conservation Zone and heli-skiing permit area boundaries.
